Rebuild with cut bands disabled causes long distorted segments

It can be easy to miss these, on loops, particularly if you have very negative spots, for example cut points.
Thanks to BackupElk who spotted these and let jflat know, I am posting here for those who missed it in chat.
I think these started in this latest devprev but that needs to be confirmed by someone playing main.
I noticed it in the new handfold, rebuild has been finding badly distorted poses and ignoring good ones for a while but this is even worse.
It is not just occuring on the cut points, happens anywhere if cut points are disabled.
In addition, I have noticed that cut bands seem to be pulling noticably even if disabled, I think Susume mentioned it in an earlier post, but I can't find the comment, this was always slightly apparent but a stronger effect now.
