New LUA functions for "Use less precise wiggle"

Please add new LUA functions to allow recipes to "query" and "switch on/off" the "Use less precise wiggle".

something like:

bool behavior.GetLessPreciseWiggle()
void behavior.SetLessPrecisewiggle(bool)

This is unlikely to happen, as it is not our intent to keep the two versions of wiggle indefinitely. If we added lua functions for this, then whatever resolution we come to involving wiggle will break script functionality.

I fully agree. Add that function. When wiggle gets normal again it can just be a noop function.
