Implement this for criminals in Jail and Penitentiary

If this can be implemented as a program for those in federal penitentiaries and jails, then those in there who feel they can help out society and redeem themselves, will have a productive past time.

To prevent access to the internet, the computers will have to offline. The program would need to have a memory function to upload the solution later.
