Currently local wiggle works on locked segments, at least we're using it that way mostly. To local wiggle another set of segments, even adjacent ones, we have to stop wiggling, adjust locks, and wiggle again. During local wiggle we can change locks, but it has no effect on the currently selected and wiggled set of segments.

I think it would be handy if local wiggle would change its scope according to lock changes.

The change from programming point of view is rather simple: If locks are changed during local wiggle, stop that action and start over local wiggle on the modified set of segments.

This mod is compatible with the current folding habits, as no earlier routines are changed.
