Puzzles have ended at 00:00 UT for months, possibly years. Is there something special about having puzzles expire at this time, that it can't be changed?

Keeping the expiration time constant penalizes players in certain time zones, by causing the puzzle to end in the middle of the night... or, for me, by ending while I'm at work (and can't do last-minute walks and other end-game stuff).

At one time, puzzles ended on random hours; and that was met with approval by the players. Can we not try this, again?

I don't know for sure, but I think/guess/presume/etc. the idea was to have a "fixed" time people could idk acclimate to? remember easily, mentally habituate? etc. In any case, having all or most of the puzzles expire simultaneously is probably not an ideal situation.
