I'm a new player as of 3 October, playing in 477 (<150): Revisiting Puzzle 148.
I just noticed that all of the top 5 players have scores over 150. (175, 271, 283, 174, 192)
A couple are close enough that maybe they just went over as recent puzzles ended, but it seems like the game should check a player's score when they start these puzzles to see whether it is under the 15 or 150.

I think many of those players suddenly got a bunch of points when the Beginner Puzzle closed: http://fold.it/portal/node/990656

It does check them.
However a puzzle with a long enough time frame can result in a player being under when the puzzle starts and two weeks or sooner be over it.
